Lobbying Regulation In NSW Sub-par
The rules of lobbying in NSW remains “well below international best practice”, the state’s anti-corruption watchdog has heard, despite the body making several recommendations a decade ago following a previous inquiry. A fresh Independent Commission Against Corruption probe into the regulation of how NSW public officials are lobbied, on Monday presided over by Peter Hall QC accessed and influenced began. In his opening remarks, counsel assisting the commission Nicholas Chen SC said ICAC recommendations from 2010 about the registration of in-house lobbyists, the retention of information on lobbying efforts and the banning of gift-giving, weren’t heeded by state parliamentarians.
Those suggestions were made within the ICAC’s Operation Halifax which also probed the lobbying of public officials and authorities. Other Halifax recommendations were adopted or partly adopted either. 1 billion-a-year industry in 2011 but, in NSW, it was regulated with a “minimalist” scheme that may inhibit adequate public scrutiny and transparency. The 2010 probe identified three key problem dangers regarding lobbying: too little transparency; insufficient record-keeping;, and the ability of powerful celebrations to access public officials.
Dr Chen said those risks remain. It was very important to the 2019 inquiry to go over the “optics” of lobbying, he added, given declining rely upon government. The Operation Eclipse inquiry will on Monday also listen to from Professor AJ Brown of Transparency International and Dr Simon Longstaff through the Ethics Center. Wednesday the inquiry will adjourn until October After.

4. ECMWF, UKMET, and the Canadians use a superior data assimilation system called 4DVAR. Data assimilation uses observations and the model to create the best possible initial state (the initialization) for the forecast. Better initial states produce better forecasts. 5. The other leading weather modeling centers use a greater range and level of observations in their data assimilation systems. ECWMF, for example, has applied a larger range of satellite observations than the US far, and Panasonic has great volumes of aircraft data (called TAMDAR), that the National Weather Service has been unwilling to purchase.
6. The other major weather forecasting centers have complete strategic programs and visions of their future directions. The National Weather Service does not have any real strategic arrange for global weather prediction. Or any weather prediction. Recently, they began a procedure to acquire their next era global model (called NGGPS, Next Generation Global Prediction System), something I am going to speak more about below.
TAMDAR data on short-haul airplane, collected by Panasonic, can boost the quality of forecasts. 7. Other major centers have entrained the help of the research community in an effective way. The National Weather Service, until very recently, was had and isolated a go-it-alone attitude towards global weather prediction. Even today, they have no rational, organized way to encourage and reap the benefits of academic community research.
